AMERICAN COLLEGE OF SURGEONS BOARD OF GOVERNORS

The American College of Surgeons under the strong leadership of its Executive Director, Thomas Russell, MD, FACS, has been very active in representing the voice and soul of surgery in a National and Local Level.

Medical Liability Reform Legislation Introduced in Congress
A bipartism group of legislators, led by Rep. James Greenwood (R-PA) passed The Help Efficient, Accessible, Low-cost, Timely Healthcare Act (HEALTH) of 2003 (HR 5). The Senate is beginning to hold hearings, however, unless an additional seven Democratic Senators support this bill it is subject to filibuster and will not get out of committee for a full Senate vote.
GSCRC Seeks Data on Malpractice Insurance Premiums
Dr. Charles D. Mabry, MD, FACS (Regent) Chairman of the General Surgery Coding and Reimbursement Committee I collecting data on malpractice premiums paid by surgeons in all specialties, internal medical specialists and family physicians to help analyze the national market and offer suggestions for reform.
2003 Medicare Fee Schedule Raise
As a result of intense lobbying by physicians and specialty societies and The American College of Surgery and the Division of Advocacy and Health Policy, directed by Cynthia Brown, Medicare effective 1 March will pay physicians an additional 1.6%. Previously, the agency announced plans to implement a 4.4% reduction! However, the planned 4.2% reduction for 2004 is still on the books. The College continues to work both Congress and the Administration to correct errors in the Medicare payment formula and ensure future positive updates.

The ACSPA donated to 10 candidates in the 2002 election cycle; all 10 won their election. Staff and members of the PAC Board of Directors under Andy Warshaw, MD, FACS, have begun the process of participating in local chapter meetings to educate members about the necessity of their monetary support - WE need MONEY and lots of it!
